Since 2015, the Office of Innovation and Performance at Cuyahoga County has led the way in developing a culture of innovation and operational excellence at Cuyahoga County.

Who We Are


Catherine Tkachyk, Chief Innovation and Performance Officer

Catherine Tkachyk was appointed to the position of Chief Innovation and Performance Officer in November 2017. Catherine leads the Office of Innovation and Performance in efforts to measure performance against the County Strategic Plan, improve processes, and foster a culture of innovation.

Karil Sampson, Director of Process Improvement

Karil Sampson has served as the Director of Process Improvement with Cuyahoga County since October 2018. He is a certified Project Management Professional & Lean Six Sigma Black Belt and manages the Cuyahoga County Innovation Academy.

Dale Armbruster, Performance Consultant

Dale Armbruster joined the Innovation and Performance team in 2021. As performance consultant, Dale is primarily responsible for the daily operations of Cuyahoga Performance and management of the Cuyahoga County Public Policy Fellowship.

What We Do

The Office of Innovation and Performance works to create a culture of innovation and operational excellence through data-driven decision making, researching and implementing best practices, and focusing on results to improve service delivery for residents of Cuyahoga County. We strive to make County government more efficient and effective with programs that focus on three areas: Performance Management, Culture of Innovation, and Process Improvement.

Performance Management

The Office of Innovation and Performance focuses on the County’s performance and its progress towards the goals of the administration. Our office manages supports departments to collect, track and use performance data to identify both successes and opportunities for improvement.

Culture of Innovation

The Office of Innovation and Performance strives to foster a culture of innovation at Cuyahoga County, encouraging all staff to incorporate innovation into their work. Through new programs in 2019, such as The Lab @ Cuyahoga County and the Startup in Residence program, we connect the startup community with County agencies to develop and test innovative solutions to challenges the County faces. In addition to bringing outside innovative solutions to the County, the Office of Innovation and Performance runs several programs to train County staff and integrate innovation into every aspect of County government including a quarterly Innovation Conversation series and the Cuyahoga County Innovation Academy.

Process Improvement

The Office of Innovation and Performance seeks to make Cuyahoga County government more efficient by improving the processes we use to deliver services. The Cuyahoga County Innovation Academy uses Lean Six Sigma and Project Management methodologies to equip and enhance County staff with skills to improve programs and find innovative efficiencies across the County.
