Employees are provided a variety of benefit solutions including:
- Medical plan options that allow employees access to some of Ohio‘s top ranked medical facilities including the Cleveland Clinic, University Hospitals, and MetroHealth Medical Center (depending on which option is chosen).
- A wellness program with a mission to promote and sustain the well-being of Cuyahoga County employees and their families by providing quality and integrative health and wellness programs
- A comprehensive benefits package that includes supplemental benefits such as vision, dental, and life insurance.
- Various paid time off programs including paid holidays, vacation and sick time.
- Retirement, disability and survivor benefit programs are provided through the Ohio Public Employee Retirement System (OPERS). Employees may select from three (3) plan options. In addition to OPERS, employees may also elect retirement savings through various Deferred Compensation programs.
Group Employee Benefits
Cuyahoga County contributes a significant portion of the premium for employees who work full time (at least 30 hours per week). The contribution rates vary by plan and level of coverage elected.
Our medical providers are currently Medical Mutual and MetroHealth, with prescription drug coverage through CVS CareMark.
Employees can elect Guardian Dental for their dental care needs, unless other benefits are provided through a union contract. A dental insurance plan from Guardian provides access to a large national network and comprehensive dental coverage at a great value. Employees in some bargaining units have dental coverage through the AFSCME Care Plan.
Employees can elect vision benefits through either VSP Vision or Union Eye Care, unless other benefits are provided through a union contract. Our plans provided easy access to care from great eye doctors, as well as quality eyewear and other eyecare needs. AFSCME Care Plan participants have vision coverage through the AFSCME Care Plan.
Employee Assistance Program
Confidential counseling services for employees and their dependent family members are available through our employee assistance program, Moore Counseling. Assistance with financial and legal concerns as well as education and referral services is available to assist our employees with childcare, adult care, academic services and more.
Cuyahoga County provides Group Term Life insurance to each eligible full-time employee through Guardian Life, unless other benefits are provided through a union contract. The benefit is payable upon death of the policy holder and the amount of the benefit reduces at age 70. Employees are eligible to purchase up to five times their base salary with a cap of $500,000. The County provides an Accelerated Death and Dismemberment that will pay an amount if you become disabled or become deceased due to a non-work related accident. WillPrep Services, a will preparation service, is also included at no cost for any employee enrolled in Supplemental Group Term Life Insurance.
Cuyahoga County has partnered with Trustmark Solutions to offer eligible employees the opportunity to enroll in several insurance benefits on a voluntary basis. Accident insurance, Critical LifeEvents insurance, Short Term Disability insurance and Universal Life insurance are available. Eligible employees pay via payroll deduction on an “after-tax” basis.
Long Term Disability is available through the Ohio Public Employees Retirement System.
Dependent Care Flexible Spending Account
During enrollment employees can lower their taxable income by reimbursing eligible day care and elder care expenses on a pre-tax basis up to $5,000 based on their tax filing status.
Medical Flexible Spending Account
During enrollment employees can lower their taxable income by reimbursing eligible out-of-pocket medical, dental, vision and prescription drug expenses on a pre-tax basis up to $2,600 per year.
Monthly commuter/parking may be purchased through payroll deduction on a pre-tax basis. Parking in county owned lots that are paid via payroll deduction will be done on a pre-tax basis. The maximum contribution is $260 per month.
RTA Bus Passes
The County offers employees the opportunity to purchase subsidized RTA bus passes and parking on a pre-tax basis. The subsidy and pre-tax benefit lowers the cost of the passes by nearly 30%.
County employees are members of the Ohio Public Employees Retirement System (OPERS). OPERS provides retirement, disability and survivor benefit programs for public employees throughout the state who are not covered by another state or local retirement system.
Employees have three alternatives for retirement plans through OPERS. These plans are funded by both employer and employee contributions.
- Traditional Pension Plan
Defined Benefit Plan. Retirement benefit is determined by a formula based on the years of service and three highest years of salary.
- Member-Directed Plan
A Defined Contribution Plan. Retirement benefit is determined by employee & employer contributions and gains/losses of investment options.
- Combined Plan
A Defined Benefit and Defined Contribution Plan. Retirement benefit is determined by reduced formula (for DB component) and gains/losses of investment options (for DC component).
Deferred Compensation Plans
Cuyahoga County offers employees three (3) separate deferred compensation plans. These plans offer a variety of investment options as well as various service options. Whether you are a do-it yourselfer, or require some additional investment advice, Cuyahoga County has a plan to fit your needs.

Paid Time Off & Other Programs
The County observes 11 holidays each calendar year: New Year’s Day; Martin Luther King Day; Memorial Day; Presidents Day; Independence Day; Labor Day; Columbus Day; Veteran’s Day; Thanksgiving Day; Day After Thanksgiving; Christmas Day.
Paid vacation time is available to eligible County employees for the purpose of allowing time away from work. Vacation accrues based on years of continuous service with the county or any political subdivision of the state of Ohio. Based on years of service accruals range between 10 to 25 paid vacation days per year and can be carried over year to year for a maximum of three years.
Paid Sick Leave
The County recognizes that employees may need time off from work due to illness. The County provides paid sick leave to employees for the purpose of guarding against loss of earnings due to illness, injury, disability, or medical care for oneself or a family member.
Full time employees accrue sick leave at a rate of .0575 hours for each hour of service in active pay status.
